NPCs are everywhere. Here are a few ways to acquire this.
1. Do missions. Lots and Lots of missions. You'll eventually have 50 NPCs to ddos with.

2. GO to the NPC map.
PAW Menu>..>..>..>Map
Go throughout the map and crack the ips and check out their CPU.
