you can get a waterwall, firewall and a pulse sensor (all will be at 0.1) by typing "recovery" into your terminal, otherwise there are NPCs you can find that have level 25.0 around the game as Manic mentioned

there are about 3 on various NPCs ... which one are you referring to?
